The Beginning
The Victoria Horse Council Inc. (VHC) was formed in 1980 and is now firmly recognised by the State Government as the voice of the Victorian horse industry. It is often called upon to reflect the views of all sectors of the horse community, from the large industry players such as racing, though to groups and individuals in the recreational pleasure sector.
The VHC is a non-profit, voluntary organisation, funded totally by membership. It relies on the support of the industry to operate and encourages attendance at meetings and feedback from all horse people.
Trustees are elected from the membership and administer the affairs of the Council on behalf of members of the industry at large.
To ensure that the broad spectrum of horse owners is represented Twenty-four Trustees are appointed in the categories of Breed, Equestrian, Racing and Service. Individual members are also very welcome.
The Victorian Horse Council is a member of the national peak industry body, the Australian Horse Industry Council (AHIC) and plays a significant role in the development of national and local initiatives and in dealing with various issues which may impact on owners and their horses.
Goals of VHC
1. To raise the profile of the Victorian Horse Council and Victorian horse industry, increasing the awareness, recognition and appreciation of the horse and its significant contribution to our State, our lives and our economy.
2. To invite and encourage participation, interest and involvement in the activities of the Victorian Horse Council and the Victorian horse industry, ensuring a solid foundation of numbers, strength and commitment to the future.
3. To promote professionalism within the Victorian Horse Council and the Victorian horse industry, fostering dynamic and exciting employment business and educational opportunities.
4. To encourage and promote protection of the horse and its industry against threats such as disease, adverse changes in legislation, natural disasters, cruelty, bad practice, ignorance and disunity.
5. To nurture and strengthen the overall prosperity of the Victorian Horse Council and the Victorian horse industry.
Current Roles of the VHC
Emergency Planning
Input into implementation of Horse Alert Victoria, the State plan for coping with an emergency animal disease outbreak. Input into the development of regional emergency Plans for horses, in case of floods or fires, in Victoria.
Welfare
Representation on the Animal Welfare Advisory Committee established by the Victorian Government to provide advice on animal welfare issues. Ongoing cooperation with the RSPCA, Project Hope Horse Welfare Victoria Inc., the Victoria Police and the Department of Primary Industries, to bring about positive welfare outcomes for all horses.
Safety
Involvement in the development of standards, including horse float manufacturing, helmets and road safety.
Legislation
Production and free distribution of Guides to Agistment Agreements to assist agistees and agistors since the repeal of the Agistment and Livery Act.
Access
Development of a driver/horse rider road safety campaign, including a Code for horse riders on roads and a Road Incident Report in conjunction with the Minister and Vic Roads. Input into the National Road Rules and to policy for access of horse riders to State Forests and beaches.
Awareness and Publicity
Development of industry awards and recognition of excellence and achievement.
Production of a regular and informative Newsletter.
Education
Input to the development of education, career path and employment opportunities in the Victorian horse industry.
