What can I claim secondary to fibrosing interstitial lung disease?

1 condition in the Repatriation Medical Authority's Statements of Principles list fibrosing interstitial lung disease as a factor. If DVA has accepted your fibrosing interstitial lung disease, each of these has a documented pathway to a further claim.

How a secondary claim works

Some Statement of Principles factors are not about service at all — they name another condition. Where DVA has already accepted your fibrosing interstitial lung disease, and another condition's SoP lists fibrosing interstitial lung disease as a factor, that part of the next claim is already established on your file. Conditions that list fibrosing interstitial lung disease as a factor

Quoted from the instrument. A pathway existing is not the same as a claim succeeding — each factor carries thresholds your record has to satisfy.

Bronchiectasis

RH No. 30 of 2017 · BoP No. 31 of 2017

Reasonable Hypothesis — factor (13): “having fibrosis or fibrosing interstitial lung disease, involving the segment of the lung affected by bronchiectasis, before the clinical onset of bronchiectasis” [clinical onset] — factor (35): “having fibrosis or fibrosing interstitial lung disease, involving the segment of the lung affected by bronchiectasis, before the clinical worsening of bronchiectasis” [worsening]

Balance of Probabilities — factor (11): “having fibrosis or fibrosing interstitial lung disease, involving the segment of the lung affected by bronchiectasis, before the clinical onset of bronchiectasis” [clinical onset] — factor (25): “having fibrosis or fibrosing interstitial lung disease, involving the segment of the lung affected by bronchiectasis, before the clinical worsening of bronchiectasis” [worsening]

Before the factors

What DVA means by fibrosing interstitial lung disease

A claim is tested against the definition first. If the diagnosis on your file does not meet this wording, the factors below never get reached — so it is worth checking that what your doctor wrote matches what the instrument requires.

Fibrosing interstitial lung disease, for the purposes of the Statement of Principles, for the purposes of this Statement of Principles, fibrosing interstitial lung disease: (a) means a diverse group of lung diseases characterised by progressive fibrosis of the pulmonary interstitium with or without chronic inflammation; and (b) excludes: (i) bronchiolitis obliterans organising pneumonia; (ii) desquamative interstitial pneumonia; (iii) hypersensitivity pneumonitis (also known as extrinsic allergic alveolitis); (iv) pulmonary manifestations of systemic diseases; and (v) respiratory bronchiolitis-associated interstitial lung disease.

Aggravation-only factors. In this instrument, subsections 9(26) to 9(51) apply only to material contribution to, or aggravation of, fibrosing interstitial lung disease where it was already present before or during service. If service caused fibrosing interstitial lung disease outright, those factors are not available to you.

What could support a claim for fibrosing interstitial lung disease?

The Statement of Principles for fibrosing interstitial lung disease names 1 other condition among its own factors. If any of these is already accepted on your file, it may be the factor that carries a fibrosing interstitial lung disease claim — quoted here from the instrument.

Gastro-oesophageal reflux disease

Reasonable Hypothesis — factor (47): “having gastro-oesophageal reflux disease for at least the 5 years before the clinical worsening of fibrosing interstitial lung disease” [worsening]

Balance of Probabilities — factor (46): “having gastro-oesophageal reflux disease for at least the 5 years before the clinical worsening of fibrosing interstitial lung disease” [worsening]
